동해 최남단에 위치한 해동용궁사는 1376년에 공민왕의 왕사였던 나옹대삭께서 창건하였다.

대개의 사찰이 산속에 있는것과는 달리 용궁사는 이름 그대로 바닷물이 철썩대는 수상법당이란 표현이 옳을 것이다.
무한한 자비의 화신인 관세음보살님은 이런 바닷가 외로운 곳에 상주하시며 용을 타고 화현하신다 하셧다고 한다.
그래서 우리나라의 관음신앙이 주로 해안이나 섬에 형성되어 있으니 양양 낙산사, 남해 보리암, 해동용궁사로 한국의 삼대 관음성지의 한곳이며, 바다와 용과 관음대불이 조화를 이루어 그 어느곳보다도 신앙의 깊은 뜻을 담고 잇는 절이다.
