Standing at the top of the Caracol Hill at the German Lookoff (Mirador Aleman). Here you can find the Bismark Tower, one of the only monuments to Otto von Bismark outside of Europe. It was built by the German diaspora in southern Chile. The Caracol Park is a nice park to go hiking in from Concepcion, a nice experience.
