I'm not completely sure it is a courthouse. It's a conspiracy of my USA upbringing, Cuba's same infatuation of last century, and my own ignorance, having been in Santiago de Cuba for only about 5 hours. Please, if there is anyone out there in the Tubes, correct me if I'm wrong.
