This is Puerto Penasco (Rocky Point), Mexico. The closest building is the Sonoran Sky Resort, located on Sandy Beach along with a dozen other resorts overlooking the Sea of Cortez. This pano was taken at low tide. Tides in Puerto Penasco fluctuate as much a 12ft.
